Provisional Certificate Apostille & Attestation

Apostille and attestation for provisional degree certificates issued before convocation, for graduates starting study or work abroad before the final degree arrives.

What a provisional certificate is

After results are declared, there is often a gap of several months before the university awards your final degree at convocation. A provisional certificate, sometimes called a provisional degree certificate or provisional pass certificate, bridges that gap by confirming that you have completed the programme and qualified for the degree. Many state that they are valid until the final degree is issued, or for a fixed period.

Can it be apostilled?

Generally, yes. It is issued by the university, so the usual academic route applies: verification by the university where required, authentication by the State Education Department, and then the Ministry of External Affairs (MEA) for an MEA Apostille or for embassy attestation. The harder question is whether the receiving authority will accept it.

Who usually accepts it

  • Universities abroad frequently accept a provisional certificate with your marksheets or transcript for conditional admission, then ask for the final degree later.
  • Employers and visa authorities vary. For work visas in the UAE, Qatar or Kuwait, the authorities may insist on the final degree certificate, particularly where your qualification determines the job title on the visa.
  • Professional regulators often want the final degree before granting registration.

Plan for two rounds

If you authenticate the provisional certificate now, you will probably need to authenticate the final degree later too: two separate rounds of verification and submission. Before you start, ask the receiving body:

  1. whether it accepts a provisional certificate at all;
  2. whether it will need the final degree later, and by when;
  3. whether it accepts a provisional certificate whose stated validity has expired.

A provisional certificate close to the end of its validity can be questioned during verification, so starting promptly helps. Some universities can issue the final degree ahead of convocation on request, which may be simpler than two rounds; it is worth asking yours.

Frequently asked questions

Will a provisional certificate be accepted for a Gulf work visa?

It depends on the authority and the role. Some accept it, but many ask for the final degree, especially where the qualification appears on the visa. Confirm with your employer before starting.

Will I need to attest my final degree later as well?

Usually, yes, if the receiving authority asks for it, and most universities and regulators eventually do. Each document is authenticated separately, so the final degree goes through the full route again.

My provisional certificate says it is valid for six months. Does that matter?

It can. A state department or receiving authority may question a provisional certificate whose stated validity has passed. If yours is close to expiry, ask the university about the final degree or a fresh certificate.

Should I send my marksheets with the provisional certificate?

Have them ready. Universities abroad often want marksheets or a transcript alongside a provisional certificate, and some state departments ask to see them during verification.
